Up to three times per year, a special Order / Notice to Withhold Income for Child Support Receipt and Disbursement Fees is mailed to employers for employees with outstanding Receipt and Disbursement (R&D) fees. These fees are assessed at the beginning of each calendar year. If the employee has not paid the fees by June 30, a notice to withhold is sent to the employer.

This notice includes an R&D withholding order, and a withholding form preprinted with the necessary information, such as the employee’s name, KIDS PIN, Social security number, and the amount owed. The R&D fee withholding order and form are different from the Income Withholding for Support sent to employers for each employee to authorize support withholding from each paycheck.

Withhold the amounts indicated on the R&D form only one time. If additional R&D withholdings are needed, you will receive another notice to withhold R&D fees.

Do not:

• Withhold more than the R&D amount allowed under the CCPA limits and withholding priorities
• Withhold any remaining R&D fee balance from the next payroll

If a balance remains after withholding the R&D fee:

• Employees may use their individual R&D coupons to pay the balance, and/or,
• You will receive another R&D Withholding notice in the next tri-annual mailing cycle.
